When property owners do not pay their taxes, each state has it's own state law to allow investors bid for the right to pay the taxes; and put a lien on the property (tax lien certificate). Such lien has more superior lien position that mortgage lien in a lot of states. Arizona(AZ) is a lien state, you are paying the tax certificate amount plus the interest that was bid at the sale. AZ has a bid down process, interest rate starts at 16%. The property owner has up to three years to pay the holder of the tax lien certificate (redemption period). After such time, the lien holder has to right to foreclose on the property. Florida(FL) is both lien state & deed state, it first go through the tax lien stage. When the redemption period of 3 years is over. The certificate holder can apply for foreclosure. Then the property will go into deed sale( please check tax deed section). FL starts at 18% interest rate. It will generate a penalty rate of 5% if the property is redeemed under 5%.
